Policy Associate

The Energy Policy Institute at the University of Chicago (EPIC) India is seeking a full-time Policy Associate who would provide support on identified workstreams, policy support to government officials, codesigning new research ideas, and facilitating expert consultations and policy dialogues. This position reports to Lead – Research and Strategic Partnerships at EPIC India and will be based in New Delhi. The candidate would be expected to travel to stakeholder meetings when required.

EPIC India researchers work hand-in-hand with government and industry partners to identify innovative ideas, pilot them on the ground, and rigorously measure outcomes.

Responsibilities and Tasks: 

  • Conduct background research and policy reviews on various air pollution-related topics
  • Liaison with implementing partners (Delhi government, DPCC, and other concerned agencies) and Principal Investigator (PI)s
  • Write materials that “translate” economic research and other EPIC-India messages into policy outreach and communications, including reports, articles, op-eds, blogs, and evaluation summaries
  • Assist the PMU team with obtaining access to administrative data
  • Field ad hoc research assistance requests (e.g., advice on the use of administrative data)
  • Track energy and environment policy developments and trends in India and beyond
  • Support grant reporting by drafting of technical progress reports for our sponsors
  • Organize meetings, events, workshops, policy dialogues with partner organizations
  • Organize programmatic capacity building and training sessions, and other policy activities
  • Perform other related duties as required.

 Knowledge, Skill and Abilities:

  • Excellent presentation and report writing skills with high proficiency in MS office i.e. Word/Excel/PowerPoint etc.
  • Ability to articulate complex ideas into impactful proposals/reports
  • Understanding of environmental policy is preferred
  • Experience in partnership development with research affiliates, think-tanks and funding organizations.
  • Knowledge of research design and delivery is preferred.
  • Ability to multitask, identify priorities and meet deadlines is essential

 Minimum Qualification:

  • Post-graduate degree in economics, International development, Management, Engineering and/or other related fields with at least one year of related experience, or undergraduate degree with at least two years of related work experience
  • The ideal candidate has prior research and/or project coordination experience and keen attention to detail, as well as a willingness to learn and enthusiasm for economics and policy-relevant research
  • Strong communication and writing skills are essential
  • Strongly motivated to drive social impact and improve lives

Research Associate

The position offers the opportunity to work directly with leading practitioners in the energy and environment community, policy researchers at the University of Chicago, and senior government officials involved in energy and environmental issues across India. This is a general call for applicants for the Research Associate position with EPIC India, and we will review applications on a rolling basis for any open positions within our research team.

Location: New Delhi, Bangalore, or another project location Start Date: On a rolling basis

Primary responsibilities one or more of the following include:

  1. Research:
  • Overseeing implementation of the project following the research design, in association with our partner organization
  • Managing day-to-day research activities, from planning to implementation, and monitoring quality, hiring field team etc.
  • Regular travel to the field to monitor and assess the progress in fieldwork, including supervision of the field staff during surveys and quality checks (if needed)
  • Assisting with data collection, cleaning, preliminary data analysis, and preparation of documents and presentations for dissemination
  1. Stakeholder Engagement:
  • Support the principal investigators, manager and other EPIC senior management in maintaining strong relationships with participating partner organizations, government agencies, and other relevant stakeholders
  • Engage with relevant officials on different aspects of the project and facilitate data access and management between the involved parties
  • Develop and disseminate necessary project materials and collaterals targeting a wide range of actors such as policymakers and academic researchers
  1. Any other tasks as requested, including (but not limited to) desk/literature survey and support in the preparation of meetings and presentations for developing new partnerships

Necessary Qualifications:

  • A Master’s degree in Economics, Public Policy, Environment Policy or Science or another related field. Bachelors in a related field with at least two years of work experience are also encouraged to apply
  • Strong demonstrated interest in the development sector
  • Good data management, cleaning, and analysis skills
  • Willingness to travel to rural/peri-urban study areas for field management when required
  • Excellent management and organizational skills along with strong quantitative skills
  • Flexible, self-motivating, able to manage multiple tasks efficiently, and a team player
  • Strong communication and presentation skills

Preferred Qualifications:

  • Knowledge of data analysis software is preferred (Stata, R)
  • Familiarity/experience with impact evaluations and randomized controlled trials
  • Two or more years of full-time work experience in a related field
  • Demonstrated ability to manage high-level relationships with partner organizations
  • Demonstrated interest in energy and environmental policy
  • Good writing skills

Technical Lead (Air Pollution)

EPIC India seeks a suitable candidate as the Technical Lead (Air Pollution) for an anticipated project to support the Government of the National Capital Territory of Delhi (GNCTD) in mitigating Delhi’s Air Pollution. The Technical Lead would be a vital member of the core Program Management Unit (PMU) providing technical support on identified work streams, policy support to government officials, codesigning new research ideas, and facilitating expert consultations and technical dialogues.

Role

EPIC India Research & Partnership Management – The Technical Lead will work as part of the core team housed at the GNCTD and report to the Executive Director of EPIC India. The key responsibilities are:
• To provide both technical leadership as well as project management support to the Unit, liaise with key stakeholders and provide inputs to the relevant workstreams of the unit.
• To coordinate with experts on the real-time source apportionment studies of air pollutants and other key air pollution mitigation efforts initiated by the GNCTD and ensure their success by:

– Ensuring project adherence to general research design, sample selection, data
management, and general research protocols, and overall project management timelines
– Leading overall designing, supervision, and management of surveys/data collection,
including assessing field staff, facilitating contract negotiations, overseeing survey piloting.
– Conducting complex data analysis and ensuring data security transmission from data
collection firms to the research team

• To work with technical experts/scientists and help co-develop a ‘Clean Air Plan’ for Delhi.
• To represent the PMU at technical forums, policy briefings, and events
• To synthesize evidence from GNCTD project streams to identify opportunities for new and innovate applied research opportunities with direct potential to improve Delhi’s air quality.

Qualifications

• A Master’s or PhD degree in environmental science/engineering, environmental economics, public health, or public policy. Knowledge of modern impact evaluation techniques and background in econometrics, statistics, and/or survey data collection strongly preferred.
• At least 7 years of full-time professional experience (min 2 years for post doc candidates) in development consulting, think tank, research groups, or government
• Demonstrated knowledge of managing large scale air pollution mitigation projects in implementation or research settings is strongly preferred.
• An experience working with government officials in India is preferred.
• Ability to articulate scientific/technical matters to a non-expert audience.
• Excellent oral and written communication skills, both in English and Hindi, are required.

Research Intern

EPIC-India is looking to have a Research Intern who is enthusiastic to work in the field of developmental economics, is a keen learner, and has some experience in field research and data analysis.

Location: UChicago Center in Delhi Start Date: Accepting applications on a rolling basis

The Intern will be engaged in design, implementation and analysis of our projects and may also be required to write and present findings of the work to external partners, and therefore should have well developed interpersonal and communication skills. The Intern may also perform other duties as assigned.

The position offers the rare opportunity to work directly with senior researchers at the University of Chicago. The position will be full-time for a period of 3-6 months.

Qualifications:

Education:

Currently enrolled or recently graduated from Bachelor’s or Master’s degree in public policy, economics, statistics, environmental science, engineering or a similar field is required

Competencies:

  • Knowledge and understanding of energy and environmental policy literature is required; work/research experience in the area is strongly preferred
  • Outstanding interpersonal skills and the ability to maintain positive relationships with field staff and internal/ external partners required
  • Strong written and verbal communication skills, with the ability to present data in a simple and straightforward way for non-technical audiences required
  • Familiar with any statistical software like R, Stata or Python would be a plus
