The Gujarat Emissions Trading Scheme (ETS), developed in partnership with the Gujarat Pollution Control Board (GPCB), is featured in the Champions of Change report by Arup and The Earthshot Prize.

The report spotlights 11 public-sector-led climate solutions from around the world and presents a practical greenprint for scaling impactful initiatives across mobility, air quality, waste, restoration, and finance. The Gujarat ETS is explored as one of these solutions, with the report detailing its design, implementation, and potential as a model for addressing industrial air pollution through market-based mechanisms.

Among the featured initiatives, Gujarat’s ETS stands out as a first-of-its-kind market-based approach in India. Through the Emissions Market Accelerator (EMA), we have worked closely with GPCB to design and implement this approach, demonstrating how emissions trading can help reduce pollution efficiently while lowering compliance costs and supporting industrial growth. The Gujarat ETS reflects what is possible when ambitious policy is backed by implementation and strong institutional collaboration. Through continued collaboration with GPCB, EMA is working to expand and adapt emissions markets across regions.
